I would pot flop and turn to get villain in on the turn, so you don't have to bet (or call) 1/5 of the pot on the river.

It's a call, but I wouldn't be too happy about it.

Good thinking, manipulating the pot size in advance can make or break your winrate. Against that bad halfstacked fish, betting pot or 2/3 pot likely won't make much of a difference on his calling range, and if he's on a draw it's much better to get all the money in by the turn, so pot the flop and shove the turn.

As played it's a mandatory ugly call, you made your decision on the turn and can't fold for those odds, call it off and don't sweat the river alone too much, the thinking should be over by the turn.
