I will bet like 19-20 on turn to protect and extract value, he's a fish.

On the river, I will blockbet like $20 and fold to raise.

I would lead potsize at the flop.
Your hand has great equity, even vs ranges of just overpairs, sets and better flushdraws you're still flipping, so you want to get as much money in the pot as possible.

Bet/3bet the flop.

What do we do if he just calls our flop bet and the turn is not a club / T / 7? (doesn't matter much is it a blank or, lets say, K♥?)

Bet/call shove?

Thank you in advance!

If you lead $12 at the flop and he calls there are $36 in the pot at the turn with $122 left.

I'd bet almost any card there again because one the preflop aggressor flats your lead his range is most likely not that strong - he'd raise his strong hands at the flop.

If you bet $28 at the turn and he shoves there are $186 in the pot and you need to call $94 - so you need 33% equity.

Board: Ts 8c 2c Kc
Dead:

equity win tie pots won pots tied
Hand 0: 62.121% 62.12% 00.00% 82 0.00 { Tc7c }
Hand 1: 37.879% 37.88% 00.00% 50 0.00 { AcKc, KcQc, KcJc, KTs, QcJc }

Even vs a strong range of only better flushdraws and better flushdraws+pair you have the equity to call.

Btw: I just saw that you posted here again by accident. It would make my life a lot easier if you unmark the hands at which you ask additional questions :).
