Villain is 12/8 player on 219 hands 1.0 AF and only data for cbets shows 1/2 f2cbet.

I'm hoping villain would l/c pre and can peel with KJ AT maybe KT on flop and then feel obliged to call my tiny bet turn whereas he would fold to a bigger bet now the Q came. on the river those exact hands I wanted value from now beat me or I'm splitting with AJ but I doubt he'd bet that so I simply opt for hte Check/Fold.

I don't think my range on him is right though, what should I have done?

i would fold as you did. But i wuold bet on turn 5$ because villain could be catchinh his FD and 2$ bet makes correct odds to do so. Anyway on the river it would be c/f from my side.

strange bet on the turn
I think c/c is maybe a little better and then deciding if you want to call river bet, or if you think you´re ahead then b/f.
Right now you give any worse hands correct odds to call.
I would likely bet river again 4$ as played, since I doubt he´d raise anything worse than straight, but he might call with worse hands getting that good odds.
