Considered that he limps practically everything, and it's just a miniraise on the turn, i prefer to call here and re-evaluate the river. I think he's capable to make the same move with 98,J8 and 58; and who knows, maybe also AJ.
Or maybe he just give you some pressure with some extra equity on turn like FD with some pair, Tx, ... And considering he is probably a fish (48/13). You can call it minimum at turn i think... I dont think he has a set, i think he raise it most of the time at flop...
I think b/c turn is reasonable. he can min-raise turn with worse two pair hands and also maybe some pair +gutshots
