Ok that should've been a definite push pre right ? I got concerned because the original raiser is multi-tabler and might as well have a decent hand but...

I think you can push unless you have a read that he is trapping with that minraise...
there is 1/3 of your stack in the pot

Just shove preflop. TT is more than you need.

How about 99 here ? Or in general, what should my restealing range in such situations be ? (I'll naturally adjust it in accordance with opponents but still what's the baseline)

AQ/99 is a range that fits a lot of resteal spots as a default range. The best way to get a feeling for this is to use sngwiz and compare the EV of the different hands and ranges.
