I would just stick it in pre since we're just heads-up

folding on the flop looks pretty bad given the odds.

I shove pre, these shorties often are to loose because they think they are short, but in fact he has 15BB and is not in a hurry.

You could play it like that. But I think shoving pre is better as well.

very true.

assuming he NEVER folds pre-flop we need 39.52% against his range.

so he needs to 3bet 99+ AK+ or more for us to get it in WITHOUT FE.

Now, if we add some FE to that equation then its an insta-snap 4bet shove imo.
