so if pokerstrategy offers 2nd starting capital to party poker, BUT if u already have account on party poker ??? can u still get 2nd 50$ to ur party poker account or another room??
(im asking because my friend got that offer)

Simple answer no. If you get offered a second starting capital for Party Poker, its only for Party Poker. You cannot use it at any other poker site. If you already have an account at Party Poker you won't get it. I know because it happened to me.
As MichaelGotAA already wrote you cant get the extra $50 on PartyPoker if you already have an account there.
