I play NL10 and my current BR is a little over 400$ , however in the next few days i will likely have to withdraw around 250$ from my BR. I have a 8 BB/100 over a decent hand sample. I usually play 7- 8 tables at once, and i had never experienced a downswing larger then 200BB on a 150000 hand sample (except when i was starting and didn't know how to handle tilting). I feel pretty confident that I can do this, but I still wonder if variance can significantly cut down my BR. So my question is if it is safe to continue playing NL10 with only 15 BI, or should i move down to NL4?

Its safe so long as you set yourself a stop loss, and move down when you hit it.
It is really a personal thing, you need to have a roll that you feel comfortable with for the limit. If you find yourself playing with scared money, or tilting after taking a beat, then move down and re-build. If you are happy with your roll and it doesn't affect your play, then go for it.
If you can control your tilt and you know you can beat the limit I see no reason why you can't set yourself a stop loss limit and play NL10.
