Seems to be somewhere between the rules of thumb "call 20" and "call 14".

Totally agree.
Even for 20:1 I don't think you can call because you won't get paid off often enough.
Since he makes it so small, chances are he has a widened range (that is still too strong to bluff against with an underpair that doesn't have any potequity) so you just won't get paid off often enough to call for setvalue.
It's probably more of a call, but still close and depends on how much he thinks you're capable of bluffing postflop.
Just because you're deep you're IOs don't necessarily increase as
a) your reverse IOs with a set increase and
b) quite some people are even tighter and won't even invest 100bb with a TP type hand (taking lines like checking back flop etc).
