I would bet-fold small on river like 300. Check allow him to check behind with weaker hands and he has very rarely any bluffs. Well fish sometimes bet in river with some weaker hands turning them into bluffs, but those same hands will call river bet also.

+1 as played to the river.

Not sure I like the sizing 2nd barrel on the turn. I think 200 should be enough to protect against the flush draw with 1 card to come so I prefer to keep the pot smaller, and then block/value bet smaller on the river if he misses.

not a good river to c/c. you want to c/c blanks and bet/fold most other cards. i think turn sizing is a bit too big, you want to keep his weaker pairs in

For turn betsize, shouldn't I raise enough for protection vs many possible draws?

yes you should, it depends how much of a station he is, but half pot is enough to charge his draws. if hes a huge station then your size is good, maybe even go bigger.
