I think so. If he does not have 
or K, he can´t really call and not many players have guts to bluff you out. Your line is too strong. =he just has to fold if he is not strong himself.
If you would check turn, you essentially must fold against any action. So why not to rep flush or K yourself.
The problem is that if he has JxJ or QxQ or some K or some hand with A and he calls, you will usually not have guts to ship it on river - at least I usually don´t ♦ Though in case the river is blank and you ship it, he may fold medium hands up to JxJ But as this player looks more LAG, I don´t like overaggressive scenario from your side too much.
I would probably bluff turn as you did and then give up on river. (Which is exactly what you don´t want to do). Interested what Bierbaer thinks...
I don't really like the value 3b preflop cause ATs is a borderline hand.
I think AJs+AQ is a better range for 3betting here.

Nah. IMO 3-bet pre is very good here. Against his wide-range ATs is luxury hand, I would even 3-bet him with A2s.
I also 3bet preflop.
Once you have reads about what he's calling your 3bets with you might want to just call AT because you still dominate his range (for example if he folds or 4bets with small Ax) and play a smaller pot postflop.
As played I think $13 would be sufficient on the flop.
On the turn I like your 2ndbarrel.
If you had any equity in the pot or some reads that he usually raises small with TT+ and draws on a flop like this you could consider check/raising the turn since in this case he's mostly bet/folding as he's on a float most of the time.

VERY GOOD COMMENT, c/r turn is one of very deadly weapons!! However, I think c/r turn w air after C-betting flop is much stronger on dry boards (e.g. only two hearts here, otherwise similar texture) where he cannot have the nut FD = he must fold if he is not very strong.
btw - do this move only against regulars.
