Especially when you have a read that he's callhappy, I'd 3bet the turn unless you think his range is too strong in which case it's a b/f, but without further reads I'd get it in vs him.

About the river: Generally when you check to induce you should of course call, but if you have a read about the opponents betsizing that makes you think, that in this particular spot he is not bluffing, a fold is definitely an option.

So in the actual hand I think a c/f on the river is an option once the opponent overbets because overbets are generally veeery strong, especially when they come from passive fishes.
However, you can also argue that he's a fish and might even be doing this with something like a set, so against his range we'd be doing ok and could call.
Personally I tend to c/f.
