Will he do this often enough with worse two pairs and top pairs to make this a call, or is this just a terribad call like I think it is _o:

Hello conall88,

Well, against his line I guess we are beaten on river. :( I doubt that he is even doing the Check/Raise on river with 2pairs. I mean there ain't gonna be that many of them. Might only be AQ and that's it. Although even them we can't be sure that he is playing this way. While he could slowplay even from the start.
