The check on the turn was good, he probably has air or one pair. He would fold all his air (this way you give him a channce to bluff on the river or catch something) and if he didn't fold his small pocket pairs or second pair you can't take more than one bet out of him, so might as well do it on the river. If he has a 4 the money will probably go in on the river anyway.

On the river you should probably raise small rather than a shove, against a 6, T or 9, that might find reasons to call a small bet, but rarely call a shove, unless the player you're up against is a big calling station (because if he has anything worth calling a small bet, he will probably call a big one too)
