It depends entirely on the range he 3bets. Generally when somebody makes it so small they do it because they have a wide range and don't want to create too much dead money by 3betting big.
There are 2 adjustments: 4bet more and/or call 3bets.
Which one is applicable depends on the opponents skill and his 4bet-call/5bet tendencies.
The better he is the stronger the hand we want to play OOP vs him should be as his skill advantage IP is dominating.
If he is calling vs 4bets or even 5betbluffing then we certainly want to 4bet the top of our range and additional hands depending on how much he plays back.
I definitely recommend not to call smth like 87s OOP, even though it's a small 3bet it's still a 17.5BB pot on the flop and you'll be all in considerably often.
