this. he could be bluffing if he's any good (doesn't seem like it), he could be slowplaying worse hands (like AT, etc.), he could have some weird straight draw, flush draw, etc. and even if he has an awesome hand, we still have a ton of outs.

Shoving is of course never wrong with so many outs, but bear in mind not a lot of hands that are minraising the turn are folding to a shove, so your fold equity might be a little bit lower than usual. He called a potsize bet on the flop and minraised a potsized bet on the turn, so I figure his range to be pretty strong.
Realistically you're behind against QJ, 9T or TT. Perhaps he has some weirdly played JT, or JJ+. Against that range you have pretty good equity, but you're OOP so it might be a little bit harder go get paid off if you hit. SO I'd still shove

I think his range is very strong here, and shoving is not folding any hand that beats us, and there are not a lot of rivers that scare us. I prefer calling because of the good price you're getting and check/folding a brick river.
