why not raise preflop?

I don't like to raise with small pairs, when there's limper in front, also starting hand chart suggest that
and the table was pretty loose, so i always got couple callers who never fold to c-bet, and the hands becomes pretty hard to play for me without flopping a set, and even if i flop a set in an unraised pot, the money goes in anyway, if someone else has something

raise preflop: especially when you are in LP (I raise 88 in every position),
You get more value when you hit your set; when you don't hit you can pick the pot with a cbet.

Since you're late position, then I also prefere raise pf.
With J63 is hard to play middle pp, but I guess c/c flop, c/f turn is ok line.
When you lead out and he re-raise then doubt that he'd always do that with overpair but can't really see how I can fold set, so shove is fine.
