correct me if im wrong , but i think the id check is just for the free cash , im sure if you just want to use the rackback you dont have to do a id check . im not 100% sure tho

Yes you can still earn strategy points without having sent an ID - but you won't be able to receive free starting capital. No they are first deposit/creation bonuses. If you already have existing accounts you will not be able to earn strategy points with them (with the exception of sites that re-track accounts). Whether accounts at specific sites can be re-tracked is described in the individual guides.
