Am I missing out on value and fold equity on the turn by not throwing a 2nd barrel here?

Hi,

Probably. These players usually float the flop rather light, like with any two overcards or even backdoor draws. Check his fold to cbet / fold to turn bet stats, some of these players have a huge discrepancy that indicates it's very profitable to double barrel them every time you have some kind of equity.

Even if he has something you likely still have 15 outs against it and he's not folding Tx ever, so building the pot to be able to bet big when you hit the river is worth it. If you bet something like $0.28 you're drawing rather cheap and you'll be able to shove the river when you improve.
