well if you´d bet river there 1.2$ and folded to raise then you´d only lost 0.4$ more if you´d c/c river. So I think both options either c/c reasonable bet or b/f are fine options. Both ways player can bet/call with worse hands
btw I don´t really suggest limping ep T8s. If you want to play that hand, then raise, if you think you can´t play it profitable if you raise it, then fold. Limping is the worst option and very often someone isolates you and you have to c/f quite a lot of flops or if you c/c once then c/f on turn barrel
