I don't think you can ever "semi-bluff" on the river. The term implies you still have some equity when you get called by better hands... which you never do on the river.
So it's either a bluff or a valuebet here.

Reads really help with this whole hand. Against most players I would just fold the flop, against others I think I'd call. If I call the flop it's to use :club:s, J's and 9's as bluff outs.. I don't think we have much showdown value at all. So in that case betting the river looks OK.

Villain never folds a better hand on the river to this. So check/fold or check/call or check/shove is going to be your best options here.
