Second Q cuts some Qx combos.Your line can be but I thin bet size on the river way too big because of paired board,some draws are completed (KT),can be 2p like J9.You should be pretty sure that he can call with worst hand like 9x,Jx on such board.Value bet fish is ok,but remember that you can valuebet yourself too.
