I think if his 3b flatting range is around 12% ... I assumed he was a fish ... than it is close to a flip. Really hard to say without knowing if he is passive or aggro. If passive I just shove if aggro I would c/c to induce.
problem shoving is that he would not call with worse hands, so I´d c/c turn or if he bets smt like 5$, then c/rai and if it goes c/c then I´d bet river smt like 4$ to get value from worse hands
