$1 ring: QTo call vs shove 3-handed

hi,
is this shove correct? or too loose?
icm trainer says lowest call is 18.4% QJs
icm trainer says lowest FGS call is 16.1% KQo

edit: villain is fishy with weird plays during 3-handed already, totally unpredictable

My default assumption is that players will not push as widely as the Nash pushing ranges with a few specific exceptions. So, I would lean towards folding even the bottom of the Nash calling range, and I think QTo is too loose against an unknown player. I would call with QTo against a small blind push there, or with the second stack moved to the small blind. I think the button's pushing range is too strong unless you have a read that he is pushing hands like Q8o and 87o.
