Villain seems fishy with 34/15 9% 3bet over 59 hands.
Is it ok to just 4bet shove pf considering villain is a fish?
When I called the flop bet, I'm never folding on future streets. Is there a better line?

If he is a agro fish 4b/call is fine (pre)
u could just shove the flop over his raise.

Against an aggro fish I prefer calling preflop a lot more than 4betting - we want him to bluff off his stack.
Of course this holds only true until we know he's 3betting a lot and not folding much to 4bets - in this case by all means go ahead and 4bet for value.

On the flop I'd definitely just call his cbet in the hope that he shoves the turn with some ridiculous hands - you'll get your money in against Tx soon enough, but I doubt he has it all that often as it's unlikely for him to overbet trips, usually fish tend to go in c/c mode once they hit very strong hands.
