a check raise is the best play imo. (heads-up standard move). unfortunately he 3bets me. so i call

Well it's no call if you look at the chart. He needs to have 12% pfr but he only has 11.
But if you call then your postflop play is fine. If he would have a higher af then you can cap the flop and bet the turn because of his low wts. If he would have called this turn to your bet then you can check the river unimproved. If the turn is not a good scare card then you can bet the river if a scarecard comes.
