It was a very tight table so I decided to min-raise and maybe get some action.I'm not really sure on the river but this player looks like a bluffer to me...

Hello dany2391,

Preflop: Still pretty standard 4xBB raise. Like never give good odds for others with your min-raise, it's just horrible.
Flop: You can likely raise it here for value, although I would continue cautiously.
Turn: Thin value-raise but doable but keep in mind against any bigger bet on river I am going to fold.
River: Likely fold and give up my hand, usually his line is very strong when he min-bets flop & turn and then even when we did raise flop & turn he still pots on river, which indicates he has us beat. Therefore fold.
