Preflop: If he is tight-passive then I might even don't mind to raise it up here, we usually are taking it down. Although I often on such spots and tournaments might even consider just limping in and playing just for the set value while our stack ain't that big. Would cost a lot for us to CBet on flop.

Postflop: Not much you can do here than Bet/Fold and likely even like the bet size. He wont raise us anyways with worse or either have hard time Calling with some weaker draws as well.

you have less than 20bb which is in your case a good reshove stack. so i would use all my fe against a more passive player who is calling 3bets lightly but would fold to a shove. 77 is strong enough to reshove also against the tighter types. So use the spot and jam 77 although there are no antes which makes the spot not soo profitable but still ok here!
