The fact that he is not fully stacked and the action preflop point towards him being a fish - was the first orbit with him.

If he would've checked to me I would've shoved but when he donks into I don't really know what to do - I expect a pretty wide range from him, but still I don't if I can assume that is going to shove here Ax, or Kx - once he calls a 4bet preflop OOP I don't expect him to bluff too often.

if you decided to go with your hand then I think you should also call his flop shove.
He can have there enough times QJ, J9s, maybe even AJ, A9s, so you should be sometimes ahead. And even if you´re against some kind of pp, you still have around 25% equity
