Well it's quite a very standard hand but i get these donky min 3bets so damn often im not sure how to handle them, sometime i call if i have a least a few more outs or bigger draws.
What do these min3bets mean most of the time?

He has Jx most of the time, it's not common for people to get out of line on dry boards against a strong range (you're utg, raise+cbet, etc). It IS air one time or another, but there isn't anything you can do about it without great reads. Fold and move on.

Also, he's pretty passive preflop, so he's not likely to be tricky postflop.
