Such open raise size tend to mean bad player and his range should be wide enough for value shove. So shove and take note on what hand he has or if he happen to fold make note of that as well.
Some players might do huge open raises like this with very strong hands. This can be good style in small buyin tables with very call happy villains. But no point to assume his range would be very strong until you have seen play like this and made note of it.
