Should I be raiseing pre instead? If yes, then r/c or r/f?
In general it's best to play in this spot with same style with your whole range. So if you are minraising with QQ+ do so with AQo as well. Now depending of opponent position and stats you can choose to fold or call. With 11.6bb raise-folding is not horrible when some tight player shove or if someone shove from UTG+1, UTG+2.
Balancing your range is not that important always so even if you minraise with monsters it's ok to also shove this in some tables where villains might be doing lot of calls to small raises.

i tend to like a small raise here. we can still r/c loose players and r/f vs tight with AQ.
