1) In my opinion: Yes. This board is so drawless that many players try bluffing. I see him often on A-high. Without any reads I would call this down. With reads that he is no LAG/Maniac I raise/fold the turn for value, protection and maybe for a freesd when a bad card comes.

2) I bet/call this. With the 2nd ace an ace in his hand is less likely which incresases the chance that he has a worse pocketpair. You have to call also because he might go crazy with TT-KK because he might see himself now ahead in the hand.
