Preflop: Well, why do you 3bet that smallish? It's almost a min-raise. 
I'd definitely do it bigger at least 3-4 times his raise. Although as he 4bets I don't like the Call at all, you are not gonna play the hand profitable by calling and hoping for a hit, never-ever. Also you will be playing OOP. Rather ask what's your plan with the 3bet?
