Should I just be getting it all in against short stacked guys in these situations. I know it's bad luck and I can't change that but I want to avoid mistakes preflop more

Preflop: Well, the problem here is that even against his min-raise we don't get that great implied odds while his stack is just $0,60. :) We might be already against KK/AA which is even very likely while he has been playing 130 hands and PFR is only 2% which makes me think of 3bet having like only KK+.

As played
Postflop: I'd still bet a bit smaller ~$0,16 or something similar to induce him, or either other option would be even Check behind to get some value from hands like KK on later streets from him. But as played of course we are going broke.
