Should I just be getting it all in against short stacked guys in these situations. I know it's bad luck and I can't change that but I want to avoid mistakes preflop more

We might be already against KK/AA which is even very likely while he has been playing 130 hands and PFR is only 2% which makes me think of 3bet having like only KK+.
