It seems it's because there was not a big enough demand for it. I didn't know it worked that way.
Pacific Poker is a pretty popular client. We are currently working on Merge Network support, but we are always looking for new poker rooms to add. Do you know a lot of people at Pacific that would be interested in using PTR? We're definitely open to investigating Pacific for support in the future, but we would need to get a better idea for the demand for that support.
I searched their forums and found a thread about it. This was the official response. It's from may this year.
