sometimes pokerstrategy offers second starting capital but i don't know their criteria

Each member is only entitled to one starting capital each.
So unfortunately you cannot request another starting capital 
However from time to time, the marketing team send out promotional emails to select members that may contain a second starting capital. Keep a look out in your email inbox to see if you're one of those lucky select few
