We are not directly involved with this event, so the best I can offer is my personal advice;
I'd suggest contacting the hosting Casino directly, I believe I saw contact information listed under the "Venue" section of the event's website.

the "Venue" is the Citywest Hotel according to the link you posted. This has been the venue for the Irish Open in the past and is a massive venue (think aircraft hanger ..... well not quite but still HUGE). It is not a Casino but a conference centre and an excellent venue for poker tournaments of this size.
I'm not sure of any age requirements and could not see any on the site. There were plenty of players under 21 there when I was there for the Irish Open a few years ago.
