SB is a 25/16, weak regular player who folds frequently when he checks preflop so that's why I raise
I don't put him on 22** since I dont believe he completes/calls with it. So do I just 3bet him to $11 or full pot it?

Check preflop, you have KT54 unsuited, the hand has absolutely nothing going for it, don't bloat the tiny pot by raising your big blind. You may have a read that he folds preflop a lot but you still have nothing yourself.

As for the flop, given your reads this is a clear fold to the checkraise. Weak players are never bluffing here and at best you have 3 outs (the kings) and at worse you're drawing dead to running kings/backdoor straight.
