What is better play here call flop and let him shove KQ** on turn or raise flop?

I didn't raise flop cause he is passive and and I'm not doing that good against 66** or Q6**.

Raise the flop. Villain is betting his entire range of Qxxx hands here including QJT9, QTT9 and other hands that you are significantly ahead on.

Q6 isn't a hand that makes sense unless you think he is playing random 4 cards like KQ65 but even then your hand is just too good to do anything other than shove this flop, so stick the money in the middle because you're not deep enough to consider a fold in this situation.
