Bet half pot in position on this flop, maybe you get checkraised. 
As played that's a turn fold for sure. I don't see this ever being a bluff, villain checked the flop with the intention of calling, so maybe it was a hand like T987 he 3 bet out of the blinds.
Obviously we are going to put him on AA or KK preflop so there is really no way he can ever legitimately bluff this turn card. I think this is a value bet and I would fold since the 9 is one less card to make a full house (though maybe we have a couple tens now for a straight).
I generally never min raise in a 6 max game, only maybe in full ring from early position. I pretty much always 3x when i'm opening the pot.
