In that spot, raising is seldom a mistake. You don't need to worry as bad players will pay you off enough. Plus, how would you play your hand if a Q or a J hits on the turn? You'd probably miss value, since if your opponent didn't have a straight he would fear you might and wouldn't put the money in either.

However, in this specific example I don't mind calling that much. That's because he donkbet - which usually, especially on such a dry board, means sort of a medium hand (like you said) that wants to "know where he is at", or a bluff. If he had a hand like 22 or KT he would more likely check/raise. So I don't mind calling to let him bluff the turn, or even catch two pairs etc.

I would leave this to a bit higher limits though. At NL4 I think people make enough mistakes for themselves you don't need to worry too much about inducing mistakes by just calling. Raise when you have a hand and fold when you don't and you'll make enough $ against such a loose/passive opponent.

I'd actually play it easily and simple and raise here. If he has a hand he is going to continue, if he doesn't he wont pay much anyways. While he is even so loose so therefore he is very likely to pay with any Kx hand here anyways. With raising you also protect your hand and obviously build up the pot. Raising the turn might be stronger while there are still a lot of scare cards for us and of course even for him.
