In my opinion the RB on Partypoker is not the best one, but that is not your question.
If you have earned PP, you can buy $ with them. Or i think you can use it for Tourneys too.Look here. (Click me)
an other option is the first deposit bonus or other deposit bonus. Or the events at Party. For example the world domination at the moment. There you can make extra rb.
