Villain isn't bluffing this flop. He isn't going to bet full pot into 3 opponents without a ten.
It's not good for you if he does have a ten (or pocket nines) because you have reduced outs due to your pair of queens.

You have as little as 2 outs against T9xx and you're hoping he doesn't hit a full house if he has ATxx so that your flush outs are good.

The problem with raising this flop is you're isolating yourself against better hands. If he is bluffing you just made him fold by raising, and if you do get shoved on, you're in a horrible situation where being dominated is very real.

Call the flop and reevaluate the turn. If he is bluffing he will slow down on the turn (because he must know you call the flop with the nuts).
