I think the bet I've made on the turn is too small. Is anyone this passive reraising that river without full house?

You're either way ahead or way behind on this flop so there is no reason to bet the turn. You are ultimately turning your hand into a bluff by betting again because a lot of the hands that call your flop bet have good equity against you (like AA, AK, Jxxx)

KQ is probably the only hand you beat, so after betting this flop and getting called it's probably okay to just give up on the turn.

Bet 40 cents on the river and fold to a raise.

Remember against tight passive opponents like this one, consider a call from them to mean a good hand.
