Against a potential bluff

I had raised 3 consecutive hands before this Pre-Flop and on one of them the same villian called and folded to my C-Bet. The other 2 hands were folded all around and I collected the blinds.

Preflop: Hero is MP1 with Q A
2 folds, Hero raises to $0.40, MP2 folds, MP3 calls $0.40, 4 folds

Flop: ($0.95) 3 9 3 (2 players)
Hero bets $0.60, MP3 raises to $1.20, Hero calls $0.60

Him being loose and aggressive I thought that this board would be like an invitation for him to bluff. I called his min raise cause I thought I had decent equity I only needed less than 20 or so.

Turn: ($3.35) 7 (2 players)
Hero checks, MP3 bets $1.85, Hero folds

If he was bluffing I perhaps should have 3-Bet him on the flop itself and taken the pot down. I realized that as soon as I called and saw the turn. I feel he was bluffing but didn't really have anything to call him down with. What do you suggest I should have done here?
