I would not fold there as strong hand as AT, I think either shove or calling turn and calling river would be the best play, since he can always have there A2s or QT that he would play the same way+ he may sometimes have there bluffs

considering SB is probably not that strong of a player, and considering it's a minraise I guess you could play it cautiously and just call 3$ in 13$ pot w/ ur 2pair and see what happens on the river, based on the river card and his actions

Lets say villain is a fullstacked regish looking guy we don't have enough stats that we can assume he is bluffing us enough.

Now, I don't assume most ppl go and call A2o from sb, A2s yes but there is only 1combo of that left. There is a lot more KJ's in his range. And let us for the sake of argument remove a 5 combos of KJo as we removed A2o. This is what we are left with:

yeah, then you can consider b/f turn assuming that he would always c/c flop with KJo (that most players may not do being oop)
