Sorry to hear about the lack of poker available to you. What game type are you interested in? I think that playing 2-5 limit when you would prefer to play NL won't give you a huge learning curve.
What I would suggest is taking X$ out of our salary/disposable income a month and letting you treat yourself to one item if you manage to win a target amount of play chips online.
This way you could learn to multi table, table select, play with the software, understand variance etc. You are going to be playing ALOT more hands per hour meaning you will learn alot more. In the mean time you can continue to watch PokerStrategy videos and continue to develop your game. When a tournament comes near by if you have done well enough online to treat yourself then you can put your skills to the test and hopefully not before long, poker will be legal again.
