I thought there is more value in inducing a bluff but there are hardly any draws which he could turn into a bluff and BU is also rather passive.
So should i just valuebet/shove?

Hi,

top two pair is definitely strong enough hand to go 3 streets for value yourself
Since he has there 28$ left I would put him all-in. If you check then I think c/rai is more profitable than c/c. he would likely shove his 66 on the river, so I think he should have there most of the times worst hand and if he has Jx he would also b/c river
