If you think he is solid player, than it's ok to fold, because he is raising only premium hands, and shoving all worse.
Vs unknown i think it's close, but maybe fold is still a bit better option.

I don't even think it's that close vs a unknown.

To make a good resteal we need situations where there is a big gap between people's raising range and their calling range. Most people won't have that big a gap here raising from this position and won't be r/fing much - and since we aren't ahead of their range we have easy fold.
